Bigelow is a middle-aged man with a long nose, a mustache, and is nearly bald. He wears an Mahogany vest, a white shirt, a black tie, brown pants, glasses, and brown shoes.

Despite his timidity, Bigelow is authorative around the pound he runs. He is intimidated by Mayor Fist. When Bigelow learned that he was replaced by Arnold, he was horrified to hear the news. There is a clue that he shows sympathy towards the Pound Puppies like when Cooler was in serious condition after he got hit by Flack and Tubbs' van.

According to a comment from Bright Eyes, Bigelow tends to sleep while on the job.

His position as owner of the pound is replaced by Holly during the first season of the TV Series.

He has been Pound Superviser for 15 years.

Jonathan Winters, who provided the voice of Bigelow, was known for his role as Lennie Pike in the 1963 film It's a Mad, Mad, Mad, Mad World and as the host in the 1960's TV Series, and The Jonathon Winters Show. His last roles were providing the voice of Papa Smurf in The Smurfs movie and The Smurfs 2 before his death on April 11th, 2013.
